LoL Patch 25.09 notes: All buffs, nerfs, and system changes

Throwing your matches is off the table in Ionia.

League of Legends is finally leaving Noxus and entering Ionia with a new Summoner’s Rift map, showcasing the lush and aesthetic side of Ionia mixed with the spirits.

Just like every patch, League is getting champion buffs and nerfs, but the highlight of this update has to be the Negative Behaviour systems. The developer is taking steps to ensure that players who intentionally play poorly receive appropriate punishments or bans.

When does LoL Patch 25.09 release?

League updates usually release on Wednesdays, and with Patch 25.09, this remains the case. The patch is scheduled for April 30, 2025. While the official release times across all regions have yet to be confirmed, the expected release windows for each region are as follows:

  • 3pm CT (NA)
  • 5am GMT (EU West)
  • 3am CET (EU North East)
  • 8am KR (Korea)

What’s in LoL Patch 25.09?

League Patch 25.09 consists of a series of buffs/nerfs, including fundamental adjustments to stop the power creep using a few spells, like teleport. The champion nerfs also target champions that were buffed in the last patch, and buffs to some who are looking a bit stale and underused in the current meta. The patch is also bringing the new Spirit Blossom skins to the game.

Champion buffs

The following champions will all be receiving buffs in League Patch 25.09:

Annie

  • [Q] Disintegrate: Damage increased from 70-120 (+80 percent AP) to 80-240 (+80 percent AP).
  • [W] Incinerate: Mana costs decreased from 90-110 to 70-90.
  • [R] Summon Tibbers: Passive Magic Penetration has been increased from 10-15 percent to 15-20 percent.

Ashe

[Q] Ranger’s Focus

  • AD Ratio: 111/117/123/129/135 to 110/117.5/125/132.5/140 percent.
  • AS: 25/35/45/55/65 to 25/37.5/50/67.5/75 percent.

K’sante

Due to Gwen’s growing popularity, K’Sante has mostly fallen out of the pro esports.

  • [W] Path Maker: Damage increased from 40-120 to 45-165.

Leona

Leona has been underperforming compared to CC supports right now, like Alistar, Rell and others, so the developer is giving her a buff.

[P] Sunlight

  • Duration has been increased from 1.5 to 2.5 seconds.
  • Mana cost has been decreased from 35 to 30.

[E] Zenith Blade: Mana cost has been decreased from 60 to 40-60.

Morgana

[E] Black Shield: Magic Shield strength has been increased from 80/135/190/245/300 (+70 percent AP) to 100/155/210/265/320 (+70 percent AP).

[R] Soul Shackles

  • Damage increased from 175/250/325 to 200/275/350.
  • Bonus Movement speed increased from 10/35/60 to 20/40/60 percent.

Orianna

Orianna lags behind AP mid champions like Syndra and Viktor, remains team-reliant, and sees little play even in Pro despite her potential. With the ROA nerf hitting her too, she’s getting a buff—slightly weaker early but stronger from level 8 onward due to W scaling.

[Q] Command: Attack- Mana cost has been decreased from 30-50 to 35 flat.

Shen

Shen’s last patch changes had minimal impact, so he’s getting a slight buff to better hit the intended mark. As a champion, the developer feels that he adds strategic depth and reduces solo queue issues when he’s in a healthy state.

[Q] Twilight Assault: Empowered percent max health damage has been increased from 4-6 to 5-7 percent.

Champion nerfs

The following champions will all be receiving nerfs in League Patch 25.09:

Gwen (Jungle)

Armor growth: Decreased from 5.2 to 4.7.

  • [P] A Thousand Cuts: Monsters’ damage has been decreased from 5+15 percent AP+ 5+10 percent AP.
  • [Q] Snip Snip!: Damage increased from 10-30 +5 percent AP to 10-30 + 2 percent AP.

Kalista

  • Base Health has been decreased from 600 to 580.
  • Base AD has been reduced from 59 to 57.
  • Base growth has been increased from 3.5 to 4.
  • Rend Base Damage: Decreased from 10-50 to 5-45.

Naafiri

  • [W] The Call of the Pack: Cooldown increased from 22-18 to 26-18.
  • [E] Eviscerate: Damage increased- 15-55 (+50 percent bonus AD) to 15-55 (+40 percent bonus AD).

Yorick

Mist Walker’s damage increased from 100 to 150 percent.

System Buffs

The following items will all be getting buffs in League Patch 25.09.

Ignite 

Teleport has been the dominant Summoner Spell to take in the higher Elo, and the developer is looking to buff Ignite to help it gain some popularity among the players. They’re also buffing it post-level six to avoid support players using it as a tool to get early advantages in the bot lane. 

  • Damage after level six has been increased from 70-410 to 70-475.

Unflinching

  • The duel resists while having the movement impaired, and for two seconds afterwards, has been reduced from 6-12 to 10 flat.

System Nerfs

Rod of Ages

ROA has become a popular pick, especially for mages facing double assassin comps, due to its strong early sustain and scaling. However, it currently offers too much power without enough immediate damage tradeoff, which is getting adjusted through its stats.

  • Heath: Decreased from 400 to 350.
  • Ability power: Reduced from 50 to 45.

Boots of Swiftness

  • Movement speed has been decreased from 60 to 55.

System Adjustments

The following items and runes will all be getting adjustments in League Patch 25.09.

Biscuits

Riot is noticing players holding onto their biscuits from the early game and using the influx of HP to shift the tides in teamfights after their changes. The developer is now aiming to take some power off it, while keeping it relevant for most players. 

  • Health restored: 12 percent of missing health, 20+2 percent maximum health, increased by up to 100 percent based on missing health. (Max at 70 percent missing.)

Feat Boots

The Feat boots are being strengthened to better match how strong players perceive themselves, as they were underperforming compared to expectations. A small nerf has been made to Swiftness while balancing the overall power level of tier two boots.

  • T3 boots cost: 750 to 500.
  • Swift Total move speed now grants Adaptive Force equal to five percent of move speed.
  • Forever forward total move speed out of combat is 10 to eight percent.
  • Swiftmarch’s move speed has been decreased from 70 to 65.
  • Spellslinger’s Shoes percent Magic Penetration eight to seven percent.

Symbiotic Soles

The Empowered Recall will be removed from the base boots, as this effect was too impactful during the laning phase. The boot will now focus more on map mobility, especially in the mid-to-late game, aligning it with its intended role.

Movement speed increased from 40 to 45.
