The Papers Please WoW: The War Within (TWW) quest is located in The Rigging Deeps. Four zones exist within the new expansion, with The Rigging Deeps being the second zone. The recommended levels for the zone are 73 to 75. Use Flight Paths to travel between zones.

Getting to the Papers Please TWW quest requires you to talk to Garv Gearwhistle, who is ready to nap while you do his job. Take the Flight Path to Opportunity Point, near the southern tip of The Rigging Deeps. The coordinates for the Papers Please quest location are 64.90 and 78.55.

Upon arriving at the Flight Path in Opportunity Point, head down the stairs to a tent across the way. Here, you will find Garv sleeping on red carpets.

How to start the Papers Please quest in The War Within

Accept the Papers Please TWW quest from Garv and adjust your camera so you can see up the road. This a stationary quest with two buttons. Both buttons provide a target you’ll place above workers walking down the dirt road, and they each have a cooldown timer. To exit the quest, you can click on the bent arrow on the far right side of the stationary bar.

Pressing the first button to the far left of the stationary bar asks the workers for papers. Be sure to target the workers as far up the road as possible. Some will deliver papers, but these hard-working folks don’t help you complete the Papers Please quest in TWW.

It’s the slackers you’re after. Once identified, the worker will try to run. Use the second button to target in front of them, as there is roughly a two-second delay before a bomb goes off, blasting the paperless worker into the spirit realm. Most will run toward you, but some will run the other way. Only bother with the workers running to you so the target is on point.

Once you’ve completed Garv’s job, use the exit arrow to remove yourself from the stationary bar and wake Garv up so you can move on with your life. And while you’re in the area, head to Camp Murroch to earn Assembly of the Deeps Reputation points by completing the Kaja’Cola puzzle.
