If you want a Dynamax Blastoise, track down a Power Spot with a Dynamax Squirtle as the raid boss. You can bring up to three other players to defeat it and catch this Pokémon, so long as you have enough Max Particles. After catching the Squirtle, evolve it into a Blastoise, and it can Dynamax. The best moveset to teach your Dynamax Blastoise is the fast move Water Gun and the charged moves Hydro Cannon and Ice Beam in Pokémon Go.

Like the standard Blastoise, the Dynamax Blastoise also benefits from having Water Gun as its fast move. Water Gun is one of the better choices for Water-type Pokémon. The alternative attack Blastoise could learn is Bite, and while it is a decent Dark-type move, it’s not the best option. Blastoise benefits far more from having Water Gun in its moveset, generating enough energy to empower its charged moves.

You could teach it Flash Cannon, but given the limited choices of Dynamax opponents, Hydro Cannon and Ice Beam remain the best options.

Is Dynamax Blastoise good in Pokémon Go?
